Bylaws of the Lodge

ARTICLE I - NAME AND AFFILIATION OF THE LODGE

Section 1 - The name of this Lodge of the Order of the Arrow shall be Tsoiotsi Tsogalii Lodge # 70 WWW.

Section 2 - The totem shall be the red-tailed hawk.

Section 3 - This Lodge shall be affiliated with the Old North State Council BSA and shall be under the supervision of the Vice-President of Boy Scouting and the administrative authority of the Council Scout Executive.

Section 4 - These rules and regulations are to be used in conjunction with the current editions of the Order of the Arrow handbooks.

ARTICLE II - MEMBERSHIP

Section 1 - Election to membership, procedure for the induction sequence, and membership as Ordeal, Brotherhood, and Vigil members shall be in accordance with the current edition of the Order of the Arrow Handbook..

Section 2 - All active members of the Tsoiotsi Tsogalii Lodge must be currently registered in the Old North State Council BSA.

ARTICLE III - ELECTED OFFICERS AND THEIR ADVISERS

Section 1 - The principal officers of the Tsoiotsi Tsogalii Lodge are:

  • Lodge Chief who shall:
        1. Be responsible for the total lodge program as listed in the Guide for Officers and Advisers.
        2. Represent Tsoiotsi Tsogalii Lodge # 70 to the Old North State Council and to the Order of the Arrow section Events.
        3. Be an Ex-Officio member of the Lodge Committees.
        4. Preside at all Lodge and Executive Committee Meetings and prerpare agendas for such meetings.
  • Vice-Chief of Program who shall:
        1. Preside over lodge functions in the absence of the Lodge Chief and assume his responsibilities in the event that the Lodge Chief may step down.
        2. Be responsible for organizing and implementing the program for the major lodge weekend functions.
  • Vice-Chief of Service who shall:
        1. Be second in succession to the Lodge Chief in the absence of the Lodge Chief and the Vice-Chief of Program.
        2. Be responsible for coordinating service projects for lodge ordeals ands service weekends.
        3. Be responsible for the upkeep of the Lodge building.
        4. Be responsible for unit elections and camp promotions.
        5. Promote community service projects within the lodge.
  • Vice-Chief of Indian Affairs who shall:
        1. Be third in succession to the Lodge Chief, in the absence of the Lodge Chief, Vice-Chief of Program, and Vice-Chief of Service.
        2. Be responsible for promotion and implementation of all Indian-related activities.
        3. Be responsible for recruiting and assigning chapter and lodge ceremonial teams.
        4. Be responsible for procurement and upkeep of ceremonial equipment.
  • Vice-Chief of Publications who shall:
        1. Be responsible for publishing four issues of the Lodge Newsletter
        2. Maintain the Lodge webpage.
  • Vice-Chief of Records who shall:
        1. Record, distribute and retain minutes of the Lodge and EC meetings.
        2. Be responsible, along with the Vice-Chief of Finance, for registration at lodge functions.
        3. Be responsible for maintaining the lodge scrapbook and other historical memorabilia.
  • Vice-Chief of Finance who shall:
        1. Maintain Lodge membership records, financial records, and Lodge inventory (merchandise).
        2. Present Lodge budget to EC in January, with the help of the Lodge Chief and Advisers.
        3. Collect all dues.
        4. Oversee the operation of the Lodge Trading Post.
        5. Be responsible, along with the Vice-Chief of Records, for registration at lodge functions.

    Section 2- Elected officers of the lodge must meet the criteria in the Order of the Arrow Handbook.

    Section 3 - The lodge and chapter advisers will be appointed by the Council Scout Executive, in consultation with the related Scouting Committee. There shall be an adviser for each Lodge officer. Chapter advisers may wish to obtain the assistance of other Adults to help with each Chapter officer if he so desires.

    Section 4 - The procedure for the election of officers shall be:

      1. The Lodge Chief appoints a Nominations Committee. One representative from each Chapter and three members-at-large is the minimum for the committee.
      2. The Nominations Committee accepts nominations and seeks out Arrowmen for each office. Each candidate is contacted to see if he is willing to serve.
      3. The Nominations Committee sends a list of nominees to the Lodge membership two weeks prior to the election.
      4. Nominations from the floor must have approval from the appropriate Chapter Adviser.

    Section 5 - Additional duties may be assigned on a temporary basis to a Lodge officer.

    Section 6 - All terms of the Lodge and Chapter officers shall be from January 1st to December 31st.

    Section 7 - Should any officer not fulfill his duties as defined in the by-laws, the Lodge Chief and his advisers shall discuss the problem with the officer. If the problem persists, the Key 3 will make a recommendation to the Executive Committee of whether or not to remove that officer from his position. The Executive Committee shall act upon that recommendation.

    Upon resignation of any Lodge officer, the Lodge Chief and Lodge Adviser shall appoint his replacement. This replacement shall fulfill all of the requirements for being elected to that office. This person shall serve in that capacity until the remainder of office is complete.

    Section 8 - The rules contained in Robert's Rules of Order shall govern the proceedings of the Lodge where applicable and not inconsistent with the rules of the Lodge.

    ARTICLE IV - RULES AT LODGE FUNCTIONS

    Section 1 - When Lodge or Chapter functions are held on council camp property, all camp policies set forth by the council will be followed.

    Section 2 - At any Order of the Arrow functions, members are expected to adhere to the Scout Oath and Law.

    Section 3 - There will be no selling of items other than official Lodge memorabilia and trading Post items, authorized by the Executive Committee to be sold at Lodge functions. All deviations from this rule must be approved by the Executive Committee in a regular session.

    ARTICLE V - AMENDMENTS

    Section 1 - These Rules and Regulations may be amended by the following procedure:

      1. The proposed amendment is introduced and discussed at a regularly scheduled Executive Committee Meeting.
      2. A two-thirds majority vote is required for passage by the Executive Committee.
      3. A recommendation will be made to the Lodge membership for approval.
      4. A majority of votes is required by the lodge membership to amend these rules and regulations.
